Waterdeep, the City of Splendors, rests at the base of a great mountain that sits on the edge of the Sea of Swords. It stands as one of the greatest, largest and wealthiest cities of the north next to Baldur’s Gate. The city is an important center of commerce and some of Faerûn’s most successful merchant houses maintain their headquarters here. With so many powerful nobles and wealthy merchant houses within the walls of Waterdeep, court intrigue can be a dangerous, and even deadly, game ill suited for the weak willed and scrupulous.

Waterdeep is one of the oldest cities of the Sword Coast with records in the archives that can be dated back nearly three thousand years. It is also one of the more diverse and inclusive cities, welcoming all the peaceful races within its walls.

For the last three centuries the city has been ruled by the twenty Masked Lords of Waterdeep. Anonymous individuals of great power who disguise themselves as they take council to rule on public policy and legislation. Their decisions are presented to the populace by a twenty-first Open Lord of Waterdeep who sits at their head. This person is the only lord whose identity is publicly known. The current Open Lord is the human Archwizard Lady Laeral Silverhand. As one of the few mortals who can claim to be one of Mystra’s Chosen she has lead an unnaturally long life and is over seven-hundred years old though she does not appear to be a day over forty. Lady Silverhand supplanted the previous Open Lord, Dagult Neverember, in a coup that she orchestrated with the help of the Masked Lords. Dagult was exiled from the city, though he took his fleet of mercenaries with him and now tentatively rules the ruined city of Neverwinter. Laeral rules with an even and measured hand along with the Masked Lords, though she is relentless in her pursuit of keeping Waterdeep safe and secure and can be merciless against the city’s foes.
